整了快三个小时，终于解决了，是数字签名的问题，参考了官方论坛里的解决方法，链接贴在下面了：

由于是俄语这里同时附上翻译：
在属性中，转到数字签名->详细信息->查看证书->证书查看->证书路径->选择有问题的证书，点击查看证书->转到组成选项卡->选择主题名并复制到文件。

这里附上楼主的解决方法，希望能帮到有需要的朋友：
1.从官网上下载osu!install.exe，这时直接打开会出现Unsigned executable!错误
2.这一步是参考论坛里的解决方法，但楼主在查看证书后，选择了安装证书：转到数字签名->详细信息->查看证书->证书查看->证书路径->选择有问题的证书，点击查看证书->安装证书->本地计算机->将所有的证书都放入下列储存->受信任的根证书颁发机构


3.证书安装完成后，osu!install.exe就可以正常下载安装新版本的osu了
4.下载完成后，将新版本的osu!.exe复制到旧版本的文件夹中
