Invest 91W has a low chance of developing into a tropical cyclone in the next 24 hours.
Satellite images show disorganized convection in the northeast and southwest quadrants wrapping into a weakly defined low-level circulation (LLC).
Analysis shows marginally favorable conditions defined by warm sea surface temperatures (27-28°C), low to moderate (15-20 knots) wind shear and fair poleward outflow.
Forecast models are in general agreement on the westward track of Invest 91W and despite the marginally favorable environment, shows the system is not expected to reach warning criteria in the next 2 days.
Surface winds are around 35-45 km/h (18-23 knots). Minimum sea-level pressure is near 1007 mb.

FOR: LOW PRESSURE AREA AND SHEAR LINE
ISSUED AT: 11:00 AM 2022 January 27
At 10:00 AM today, the Low Pressure Area (LPA) was estimated based on all available data at 265 km Southeast of Pag-asa Island, Kalayaan, Palawan (9.5°N, 116.0°E). This weather disturbance is less likely to develop into a tropical depression. Meanwhile, the Shear Line is affecting the eastern section of Northern Luzon. HAZARDS AFFECTING LAND AREAS In the next 24 hours, the LPA will bring moderate to heavy rains over Kalayaan Islands and the Shear Line will bring light to moderate with at times heavy rains over Cagayan. Under these conditions, scattered flooding and rain-induced landslides are likely, especially in areas that are highly or very highly susceptible to these hazards as identified in hazard maps and in areas with significant antecedent rainfall. The public and Disaster Risk Reduction and Management Offices concerned are advised to take all necessary measures to protect life and property. PAGASA Regional Services Divisions may issue local Heavy Rainfall Warnings, Rainfall/Thunderstorm Advisories, and other severe weather information specific to their areas of responsibility as appropriate. The next Weather Advisory will be issued at 11:00 PM today.
